On the Algiers waterfront, the Palace of the Raïs, known as Bastion 23, offers an opportunity to explore a seaward-facing architectural ensemble from the old Casbah. It is an arts and culture centre housed in a historic monument, rather than a museum limited to a permanent collection.
A surviving part of the maritime city
The official website presents the Qaâ Es-Sour district as evidence of the Casbah’s extension to the shoreline. The ensemble includes palaces 17, 18 and 23, sailors’ houses, covered passageways, a gun battery and a rampart walk. The routes linking these features are part of the appeal of a visit.
Looking at the architecture
The defensive battery is associated with the year 1576, while the palaces belong to other stages in the site’s history. This date should therefore not be applied indiscriminately to all the buildings. The monument was listed in 1909. Entrance halls, ceilings, capitals, built-in wall cupboards and terraces are among the architectural features highlighted by the centre.
Exhibitions and heritage visits
The centre advertises art exhibitions and cultural activities, as well as educational visits. The programme changes: enquire about the spaces that are open and the current exhibition. For photography or group visits, ask about the applicable arrangements rather than assuming that access is the same as for an individual visit. The sea is a key reference point for understanding the site’s historical role.
